Qualifications for Ed Kinowski

Retired Brigadier General from the New York Air Guard and Colonel from the USAF.

Leadership:

Volunteered and selected by USAF Central Command to be the Director of Logistics at the
Combined Air Operations Center for the Iraq and Afghanistan wars.

2 years as Vice Commander of the 109th Airlift Wing.

10 + years as a Group and Squadron Commander of the 109 Consolidated Aircraft
Maintenance Organization.

6 years as the Vice Chair of the Maintenance Council for the Air National Guard C-130 aircraft
fleet.

24 years servicing in many Supervisory Positions as a Federal Civil Servant.

Headed aircraft accident recovery operations for the Air National Guard and 109th.

Assigned Deployed Maintenance Commander at Remote overseas locations and for Operational
Readiness Inspections.


Management:

Directed and coordinated Command level Logistics support for the Iraq and Afghanistan wars
– Directed the movement of aircraft, fuel, munitions, personnel and material throughout Iraq,
Afghanistan and Horn of Africa.

12+ years as Committee member on Financial Management Boards, Facilities Boards and a
number of Executive committees for Wing and Base Operations.
Developed, coordinated and executed budgets in excess of $30 Million.

Wrote numerous documents, analytical proposals and budget estimates to justify and obtain
additional funding from Governmental Agencies. (Much the same as Grant writing). These
efforts secured millions in additional funding support for the 109th and NSF.

Directed aircraft maintenance operations at three different locations from the Arctic to the
Antarctic – the most severe operating environments in the world.

Established manpower, equipment and facility requirements.

Wrote, reviewed and negotiated contracts for new facilities, management/union agreements,
aircraft maintenance support by foreign contractors.

Additional Skills:

Worked on the Emergency Management teams at Division of Military and Naval Affairs HQ, 109
Airlift Wing and McMurdo Station Antarctica (Also, former member of the 109th Base Civil
Defense Force.

Familiar with community Fire Safety and response (Former member of the Hagaman
Volunteer Fire Department; ((Fire Fighter and Secretary for Administration))
and
former member of the Stratton Air Base Crash Fire Crew and recovery team
.

Worked with community leaders – Member of the Schenectady Military Affairs Council,
Annual
Volunteer for the Schenectady Christmas parade Set up and kick-off.

Speaking engagements:

Delivered numerous addresses for community Memorial Day events (Schenectady, Scotia,
Mechanicville, Hagaman and Saratoga).

Addressed Schools and social clubs throughout the Tri-county area.

Gave numerous briefings to US Congressional leaders, Military dignitaries at all levels,
Government Agency Directors and Foreign Agency Directors.


Personal Interests:

Ed's hobbies are all types of residential construction, heavy equipment operation, wood
working, hiking and traveling.

Ed also has a wide variety of other life experiences that will benefit the people of Stillwater in
running a good government with sound fiscal management.
